The African City That's Built Entirely On Stilts,Ganvié in Benin


In this week's Maphead, Ken Jennings explains how one African city was built entirely on stilts—and has remained that way for centuries


Cotonou is the largest city in Benin, a small West African republic on the Gulf of Guinea.


  In 1855, the French dug a lagoon canal connecting Cotonou’s ocean coastline with Lake Nokoue, the large lake to the north.

 On the northern shore of that lake, far from the chaotic traffic and crowded markets of Cotonou, sits a very different kind of city. Ganvie is Africa’s largest town on stilts.


In the 17th century, with the Portuguese slave trade booming in Africa, a tribe called the Tofinu fled toward Lake Nokoue, pursued by slavers of the Fon tribe, from the powerful West African kingdom of Dahomey. 


Religious beliefs prevented the Fon from fighting on the sacred lake, so the lagoon became a haven for the Tofinu—as long as they never returned to dry land. So they created a new home for themselves, miles from the shore.

Today, five hundred years later, the Tofinu settlement in the middle of the lake has grown into Ganvie, a bustling town of over 30,000 residents who live in bamboo huts built on stilts. Instead of livestock and chickens, residents farm fish in pens made of reeds and palm fronds. Instead of walking or biking to a neighbor’s house, villagers row dugout canoes.

Dix mois après son lancement, le Programme accéléré d’accession à la propriété (PAAP) a livré, le 31 mai, les résultats de sa première phase avec l’aménagement de 102 parcelles. Une réalisation saluée par le ministre de l’Habitat et de l’Urbanisme, Olivier Abel Nang Ekomiye qui a lancé la seconde phase de ce projet dont l’ambition est de mettre à la disposition des Gabonais 200 nouvelles parcelles et de construire 100 nouveaux logements.

Les premiers résultats de l’étude de SCET-Tunisie

Le cabinet SCET-Tunisie a procédé ce mardi 18 avril à Libreville à la restitution de la phase diagnostic de l’étude d’actualisation du schéma directeur d’aménagement de l’urbanisme (SDAU) du Grand Libreville. Cette phase diagnostic fait l’état des lieux de l’habitat à Akanda, Owendo, Libreville et Ntoum et présente les menaces et les défis à relever pour une capitale métropole meilleure.

Urbanisme et Habitat : L’urbanisation d’Akanda au crible d’Ali Bongo

 Akanda, désigné chef-lieu de la province de l’Estuaire, le 15 avril dernier, en lieu et place de Libreville, était au centre d’une séance de travail, le 5 juin, entre le président de la République, le ministre de l’Habitat et de l’Urbanisme et le maire de cette commune. Le processus d’urbanisation de cette ville intéresse les plus hautes autorités qui souhaitent en faire une localité nantie de toutes les commodités et où il fait bon vivre.

 Pour voir clair et mieux anticiper l’urbanisation d’Akanda ; cité croissant à une vitesse vertigineuse, le président Ali Bongo Ondimba a reçu en audience, le 5 juin, le ministre de l’Habitat et de l’Urbanisme, Olivier Abel Nang Ekomiye, accompagné du maire de cette commune, Yvon Patrick Rombogouera et du directeur général de l’Agence nationale de l’urbanisme, des travaux topographiques et du cadastre (ANUTTC), Dexter Meye M’Obiang. Si la situation foncière n’est pas guère reluisante dans cette localité, des réglages et réorientations pour une urbanisation décente et appropriée sont encore envisageables. D’où cette rencontre de haut niveau.

SCET-Tunisie

 Se prêtant à l’exercice des Matinées du PAT le 16 mars, le ministre de l’Habitat et de l’urbanisme a annoncé qu’une partie du chantier de la Baie des rois sera livrée en août 2022. Principalement, la promenade du front de mer longue d’environ 1km et pourvue de 8 kiosques commerciaux faits en bois.

SNI : Le PAAP, un nouveau dispositif d’accession à la propriété poste par Loic Ntoutoume / 17 juillet, 2022

 La Société nationale immobilière (SNI) a lancé le 15 juillet 2022, sur son site de Bikele, le Programme accéléré d’accession à la propriété (PAAP) en présence du ministre de l’Habitat et de l’Urbanisme, Olivier Abel Nang Ekomiye. Ce nouveau dispositif facilite l’accès à une parcelle titrée et entièrement viabilisée.

 Un nouveau dispositif entre en vigueur pour améliorer l’efficacité de la politique d’accès au foncier au Gabon. Mis en œuvre par la Société nationale immobilière conformément aux recommandations de la task-force «réforme foncière», le Programme accéléré d’accession à la propriété (PAAP) vise à faciliter aux citoyens, l’acquisition de parcelles titrées et entièrement viabilisée.

D’après le directeur du département économie, Libreville s’est construite avec des quartiers aujourd’hui structurés et puis ce qu’on appelle des poches. Des poches d’habitat déstructurées, non structurées, très souvent implantées dans des endroits inappropriés, particulièrement vulnérables aux glissements de terrain ou aux inondations. «La question de la côte de la capitale, l’érosion côtière et les changements climatiques sont des sujets d’actualité brûlants et donc un des enjeux du SDAU ça va être de travailler sur ces questions pour essayer de proposer des solutions, des orientations en termes de développement urbain, qui vont nécessairement prendre en compte ces risques-là

METROPOLITAN PARK OF THE GLORIES SQUARE

La vision d’une future métropole de Libreville à l’horizon 2030

Les travaux de la commission nationale de l’habitat et de l’urbanisme qui ont débutés le 29 juillet 2010, à l’hôtel de ville de Libreville, ont été sanctionnés par l’adoption de la recommandation de la variante no 3, qui a une stratégie de développement durable et d’aménagement de la ville de Libreville dans sa programmation des investissements.

Cette recommandation porte, entre autres, sur la prise en compte des amendements apportés et dont le bureau d’étude présentera, au cours d’une prochaine séance de choix d’une autre variante, le respect dans les délais de la procédure d’approbation du schéma directeur d’aménagement et d’urbanisme (SDAU) de Libreville, avec la mise en place également d’un comité permanent de suivi du SDAU. Ajoutant à cela, l’insertion d’un réseau de tramway dans le renforcement de la trans-viaire susceptible d’assurer la liaison entre le port môle existant et la Pointe Dénis.

LOCATION Libreville, Gabon CLIENT President Albert-Bernard Bongo RCHITECT, Adjaye Associates PROJECT FLOOR AREA EXPERTISE Infrastructure, The project offered our sustainable infrastructure and urban planning team the chance to investigate traffic management and public realm strategies to reconnect the city with what is arguably its greatest asset: its scenic coastline.Traffic calming, to redistribute heavy vehicular traffic away from the coast road and onto the city’s peripheral ring road, is being considered as one of a number of urban design strategies targeted at removing the barrier between the city and the waterfront. This will serve to improve the pedestrian experience and footfall for cafés and shops located along a 1.5 km stretch of the coastal boulevard.

This also allowed us to describe the improvements to sustainable transport, junction capacity and pedestrian routes related to each phase that will need further consideration as the scheme progresses.

A new civic square and terraced garden have been carefully planned and integrated with a sustainable drainage system to control overland flow and help channel water into the underground drainage network. The gardens have been designed to incorporate water features and shade structures to improve the local micro-climate for pedestrians and channel seasonal onshore winds.
